NIA Arrests Two Locals in Pahalgam Terror Attack Probe – Here’s What You Need to Know

On June 22, 2025, the National Investigation Agency (NIA) achieved a significant breakthrough in the investigation of the devastating Pahalgam terror attack by arresting two local men accused of harbouring the terrorists responsible. This development marks a critical step toward dismantling the network that enabled one of the deadliest attacks in Jammu & Kashmir in recent years, which claimed 26 lives and injured 16 others on April 22, 2025.

The Tragic Attack at Baisaran Meadow

The terror attack unfolded in the picturesque Baisaran meadow, often called ‘Mini Switzerland,’ in Pahalgam, Anantnag district. On April 22, 2025, four terrorists, identified as Pakistani nationals affiliated with the banned Lashkar-e-Taiba (LeT), executed a chillingly planned assault. Two terrorists blended into the crowd of tourists, guiding them toward two armed accomplices. The attackers then segregated the victims based on their religious identity before opening fire. Eyewitnesses reported that the firing lasted 25 to 30 minutes, leaving 25 tourists and one local pony operator dead, with several others grievously injured. The terrorists escaped into nearby forests before security reinforcements, could respond. The absence of security personnel at the site that day raised concerns about intelligence and preparedness, despite a specific alert on April 19 about potential attacks in the region.

NIA’s Investigation and Arrests

Following the attack, the NIA assumed control of the investigation on April 27, 2025, under orders from the Ministry of Home Affairs, given the involvement of a Pakistan-based terror group. The agency registered a fresh FIR and deployed teams led by senior officials to the attack site. Over the past two months, the NIA questioned hundreds of locals, including pony operators, vendors, and tourism workers, and scrutinised videos and photographs from Baisaran. On May 7, 2025, the NIA appealed to tourists and locals to share any relevant information, photos, or videos, emphasising the need to uncover every detail of this “horrendous crime against humanity”.

The investigation resulted in the arrest of Parvaiz Ahmad Jothar from Batkote, Pahalgam, and Bashir Ahmad Jothar from Hill Park, Pahalgam, on June 22, 2025. The NIA charged them under Section 19 of the Unlawful Activities (Prevention) Act, 1967, for providing food, shelter, and logistical support to three LeT terrorists at a seasonal dhok (hut) in Hill Park before the attack. The terrorists were identified as Hashim Musa (aka Suleiman) and Ali Bhai (aka Talha Bhai), both Pakistani nationals, and Adil Hussain Thokker, a local operative. The NIA has announced ₹20 lakh rewards for information leading to their capture.

During interrogation, Parvaiz and Bashir revealed the identities of the attackers and confirmed their LeT affiliation, providing critical insights into the conspiracy. The NIA’s findings were corroborated by digital communications traced to Muzaffarabad and Karachi, suggesting Pakistan’s role in orchestrating the attack, reminiscent of the 2008 Mumbai attacks.

Broader Implications and India’s Response

The Pahalgam attack, claimed by The Resistance Front (TRF), a proxy for LeT, highlighted the persistent threat of cross border terrorism. The NIA’s investigation revealed that two local operatives, who had traveled to Pakistan in 2017-18 via the Attari – Wagah border, were suspected of involvement, alongside potential assistance from local guides within the Gujjar-Bakkarwal community. The agency also explored a technological angle, probing the use of banned Chinese smartphones and satellite phones by the terrorists, with assistance from Western agencies.

In response to the attack, India launched Operation Sindoor on May 7, 2025, bombing nine terrorist camps in Pakistan, killing at least 100 militants. On May 9-10, 2025, Indian forces struck 13 Pakistani airbases, leading to four days of cross border fighting. These actions reflect India’s firm stance against terrorism and its commitment to neutralising threats emanating from across the border.

The arrests of Parvaiz and Bashir Jothar represent a significant milestone, but the NIA’s work is far from over. The agency continues to pursue the remaining suspects and investigate the broader network behind the attack.
